Affiliation & Approval Section


                  Trrhis section exists from the inception of the university, it has important role to play since it deals with issues related to teachers and starting of new colleges/institutes. Deputy Registrar Shri S. D. Deshmukh is Heading the section. Main responsibility of the section is to accept proposals, on or before 31st October every year, for opening new colleges institutions, to accept fees towards proposals and affiliation. The accepted proposals are then scrutinized carefully and appropriate proposals are then recommended to the Govt.

Other Roles of the section are:

  • To send Local Inspection committee is to proposed new colleges/institutes after getting necessary permission(s) from Govt.

  • To grant permanent affiliation/withdrawal of affiliation.

  • To grant or reject the additional division.

In the Academic year 2002-03 approx. 110 proposals have been received from colleges/institutions for continuation and extension of affiliation. This growth is remarkable appro. 50 Local committees were appointed for inspection per 2/3 colleges.

        To increase efficiency of staff, the work is distributed district wise to the concerned employee so that he/she is able to achieve the results in less time.

M.Phil./Ph.D.Unit

             This unit is part of the Affiliation and Approval section. It was established in 1992-93. It provides necessary information to the students regarding M.Phil./Ph.D. Programmes

Primary Responsibilities

  • Accepting registration forms & fees for M.Phil./Ph.D. as per norms.

  • To arrange Research and Recognition committee meetings and B.U.T.R. meetings and take necessary action as per the decision of the above committee.

  • To accept thesis and dissertation.

  • To send thesis / dissertation to the refrees for evaluation and arrange viva-voce of the student(s), for the accepted thesis.

  • To issue notifications and results etc.


The work of this section is distributed subjectwise so that they can expendite their work in short time.

Staff Approval Section

             This section was established in 1991-92 It deals with issue related to approval of the teaching, Staff in affiliated colleges and Grievances submitted by teachers and other employees of the University colleges, Institutes and recongnized institutes, Assistant Registrar Shri. P.A.Patil is Heading the section

Responsibilities of the Section as below

  • To accept draft of advertisement of teaching posts to be filled in the affiliated colleges from the concerned college and to approve it.

  • After publishing the advertisement, prepare panel of selection committee for conducting the interviews.

  • After completing the procedure of Selection Committee, proposals of approvals are being accepted along with the Selection Committee's report.

  • To accord approval to the appointment of the concerned after scrutinizing the same with the consent of the Hon'ble Vice-Chancellor.

The work of this section is distributed district wise and faculty wise so that they can expendite their work verysoon.

Procedure for recruitment of Principal and lecturers in affiliated colleges as under

APPOINTMENT OF THE PRINCIPAL
IN AFFILIATED COLLEGES

         The appointments of Principals of affiliated colleges as per provisions made under Statute 413 (B) (2). These appointments are being made subject to the approval of the Hon'ble Vice-Chancellor. During the period of last 18 years, 72 posts of Principals have been filled in the affiliated colleges, and approved by the Hon'ble Vice-Chancellor.

PROCEDURE FOR GRANTING AN APPROVAL TO THE APPOINTMENTS OF PRINCIPALS.

  • The drafts of advertisements for the posts of Principals has to be get sanctioned from the University as per the rules & regulations of the University Grants Commission/ State Government/ University.

  • As per the statute the Hon'ble Vice-Chancellor nominates nominee which is to be communicated to the concerned colleges for conducting interviews.

  • After receipt of the proposal for approval from the colleges, the University scrutinises the proposal & after scrutiny, the proposal for the approval is put up before the Hon'ble Vice-Chancellor for granting necessary approval.

  • The letters of approval are being communicated to the concerns.

APPOINTMENT OF LECTURERS
IN AFFILIATED COLLEGES

As per provisions of Statute 415 (1), the appointments of teachers in the affiliated colleges are being made as per the recommendations of the selection committee.

PROCEDURE FOR APPOINTMENTS OF LECTURERS

  • The draft of the advertisement has to be get sanctioned from the University.

  • Reservation if any has to be fixed and get verified from the Reservation Cell.

  • As per the UGC and State Government order for the wide publicity approved advertisement should be published in the regional News paper and simultaneously advertisement should also submitted to the University for the Centralized publication of the advertisement.

  • Selection Committee has to be demanded from University by the concerned colleges.

  • As per the University Grants Commission's notification 24.12.1998 and Government Resolution dated 11.12.1999 the committee should be comprises of

    • CONSTITUTION OF SELECTION COMMITTEE FOR LECTURERS

    • Chairperson of the Governing Body of the college or his /her nominee to be the Chairperson of the Selection Committee.

    • The Principal of the concerned college.

    • One senior teacher/Head of the Department (of the concerned subject) preferably having not less than 10 years of services as a teacher.

    • Two nominees of the Vice Chancellor of the affiliating university of whom one should be a subject expert.

    • Two subject experts not connected with the college to be nominated by the Chairperson of the Governing body out of a panel of names approved by the Vice Chancellor.

    • In addition to this as per the Statute there should be one Vice Chancellor Nominee, One nominee of the Director of Higher Education and if the post is reserved one, the Vice Chancellor nominates one additional member belonging to SC/ST/DTNT.

  • As per the University Grants Commission's notification dated 24.12.1998 and Government Resolution dated 11.12.1999

  • The University scrutinizes the proposal of approvals and if the recommended candidates fulfill the qualifications as laid down in the advertisement, the Hon'ble Vice-Chancellor grants approvals to the appointments of teachers.

  • Since the Academic Year 2001-2002 to till date 4683 proposals have been approved by the Vice Chancellor.

INTRODUCTION OF GRIEVANCE COMMITTEE

As per Section 57 of the Maharashtra Universities Act.1994, a Grievances Committee is constituted by the University authorities. The grievances like dismissal or removal or termination and reduction in rank will not come under the jurisdiction of grievances committee of the University. Such type of cases / grievances come under the jurisdiction of University and College Tribunal.

a) Jurisdiction of Grievances Committee.

  • There shall be a grievances committee in each university to deal with the grievances of teachers and other employees of the university, colleges, institutions and recognized institutions and to hear and settle grievances as far as may be practicable within six months, and the committee shall make a report to the Management Council.

  • It shall be lawful for the grievances committee to entertain and consider grievances or complaints which are not within the jurisdiction of the Tribunal and report to the Management Council to take such action as it deems fit and the decisions of the Management Council on such reports shall be final.

  • The Grievances Committee shall consist of the following members :

    • The Pro-Vice-Chancellor, where there is no Pro-Vice-Chancellor, a member of the Management Council nominated by the Management Council----- Chairman;

    • 2[Two] members of the Management Council nominated by the Management Council from amongst themselves 3[one of them belonging to the Scheduled Castes or Scheduled Tribes or De-notified Tribes (Vimukta Jatis)/Nomadic Tribes or Other Backward Classes, by rotation]-----Members;
      1(ba) two members of the Senate nominated by the members of the Senate, from amongst themselves, one of them being the woman representative of the management and one shall be a teacher;----- Members;
      (bb) two members nominated by the members of Academic Council, from amongst themselves, one of them being the principal and one shall be a teacher.

    • The Registrar ----Member-Secretary.

(b) Redressal of Grievances.

The Grievances Committee was in receipt of 129 grievances during the period from 2001-2002 to 2007-2008, out of which 112 grievances were decided by the grievances committee.
