SC/ST Cell
This section was established in 17th January, 2002. At present Shri.
A.S.Koli, Assistant Registrar is heading the section.
Objectives and Goals
of the SC/ST Cell
1.
To implement the reservation policy for SC/ST,VJ/NT/OBC/SBC category candidates,
in the Universities and Colleges.
2.
To register the names of SC/ST,VJ/NT/OBC/SBC candidates and prepare a
list of eligible candidates for lecturer’s post.
3.
To collect information regarding backlog of teaching & non-teaching posts from
affiliated colleges and send it to the Government of Maharashtra &
U.G.C. time to time.
4.
To verify the Rosters maintained by affiliated colleges
according to Government rules.
5.
To, send lists of eligible candidates belonging to SC/ST/VJ/NT/OBC/SBC category
to the affiliated colleges for teaching posts for interview.
6.
The B.C.Cell observes the backlog of teaching and non-teaching posts in the University
as well as in the affiliated colleges.
7.
To work as the Grievances Redressal Cell for SC/ST/VJ/NT/OBC/SBC category candidates.
8. To take such follow
up measures for achieving the objectives and targets laid down for the purpose by
the State Government and the UGC
9. To implement, monitor
and evaluate continuously the reservations
policy in university and colleges and plan measures for ensuring effective implementation
of the policy and programmes of the State Government and the UGC
Functions of the SC/ST Cell
1. To circulate State
Government and University Grants Commission’s decision and to collect
regularly, on an annual basis, information regarding course-wise admissions to candidates
belonging to the Scheduled Castes and the Scheduled Tribes in the Universities and
Colleges for different courses, in forms prescribed by a stipulated date and to
take follow up action, where required.
2. To circulate State
Government and University Grants Commission’s decisions and to collect information
in respect of appointment , training of these communities in teaching and non teaching
posts in the Universities and Colleges, in suitable forms by a stipulated date and
take follow up action where required.
3. To collect
reports and information regarding the State Government and University Grants Commissions
orders on the various aspects of education, training and employment
of Scheduled Castes and the Scheduled Tribes candidates, for evolving new policies
or modifying existing policy by the State Government and University
Grants Commission.
4.
To analyze the information collected above and prepare reports and digests for
onward transmission to the Ministry of Human Resource Development/University Grants
Commission and such other authorities as may be required.
5.
To deal with representations received from Scheduled Castes and the Scheduled
Tribes candidates regarding their admission, recruitment, promotion and other similar
matters in Universities/ Colleges.
6.
To monitor the working of the remedial coaching scheme, if approved in the affiliated
colleges and university.
7.
To function as a Grievances Redressal Cell for the Grievances of SC/ST students
and employees of the University and render them necessary help in solving their
academic as well as administrative problems.
8.
To maintain a register for employment of SCs/STs in the university and
colleges for the candidates belonging SC/ST communities for Teaching
posts in the university/colleges.

Students Grievances Committee
As per the resolution passed by the
Management Council of the University vide Resolution No.103/2002 dated Sept.,2002,
a students Grievances Committee has been constituted under the Chairmanship of Hon’ble
Vice Chancellor.

The object of this committee is to
receive the Complaints of the Students and settle them by giving hearing to both
the parties. This work has been allotted to SC/ST Cell in addition to its work.
Students :
Students can approach the section and make enquiry about the enrollment in SC/ST
Cell, for the teaching posts in the affiliated colleges and put their difficulties
about scholarship etc. and the cell help them in solving the problems.
Advisory Committee at
University Level
The SC/ST Advisory Committee ensures
the effective implementation of the policies and programmes of the reservation policies
for the Scheduled Castes and Scheduled Tribes. It also suggests measures for achieving
the objectives laid down by the State Government and UGC. The Committee meets at
least two times in a year and the decisions arrived at are mandatory to be implemented.
The Committee functions under the Chairmanship of the Hon’ble Vice Chancellor.

Grievances and difficulties about reservation policy, issue of appointment orders,
non-receipts of payment as per rule etc.
